4 way intercom - Secondary unit virtually inaudible to opposing primary
To use the same terminology as in the manual...
I have unit A on my helmet.
My partner has unit B on her helmet.
My friend has unit C on his helmet
His partner has unit D on her helmet
Unit A is paired directly with units B and C. Unit C is paired directly with units A and D.
Unit A is paired indirectly with unit D via unit C. Unit D is exceptionally quiet to unit A. And similarly unit B is exceptionally quiet to Unit C.
Is this a fault? Or is it normal?

I have not come across this before so I tried to duplicate your pairing. Before pairing them I performed a factory reset on all 4 units.
1. I paired A with B and C
2. I then paired C with D
I got all 4 units to intercom but I did not notice any reduced in volume between A and D, nor in B and C.
