Same Problem here. It is a BMW problem not a Sena problem. The overdriven & distorted Bluetooth from the BMW bikes is heavily discussed on the various forums.

I have a similar problem with my Sena 20s and high quality custom molded in-ear monitors. Because these seal perfectly in my ear and block a lot of outside noise, they do not require much power to produce loud (but clear) sound in my ears.

For me, this is a problem for ALL audio sources through the Sena, including internal Sena prompts, intercom, FM radio, and bluetooth music from my iPhone 5s. Lowest volume on the Sena is still too loud. There's also a constant background "hiss" of noise.

In addition to the volume problem, the Sena seems to "enhance" bluetooth music audio to make it sound better on low quality speakers and ear buds. Music sounds pretty good on a pair of $10 earbuds, but it sounds very muffled/muddy with overblown bass when using quality earbuds that do a good job of producing well-balanced sound on their own. Interestingly, this "enhancement" seems to only be applied to bluetooth music sources. The built-in FM radio audio sounds crisp, clear, and well-balanced compared to the bluetooth music.

I think 2 new settings would be very helpful to quality earbud users:

    1) Reduced volume mode for earbud users that scales the entire range of volume adjustment down to a usable range.

    2) Option to disable whatever bass/equalization "enhancement" is applied to audio from a bluetooth music source.

Apparently still not fixed.  I just bought the SENA SRL2 ay my local BMW dealer  who insisted the audio system volume control on my 2015 R1200RT would work with this.  I spent the whole afternoon fiddling with it with no joy.  SENA technical support also told me this would work, but not working for me :(
